How San Francisco’s Harvey Milk LGBTQ Democratic Club Began
Founded after Harvey Milk’s 1976 Assembly campaign, the club was created to make LGBTQ voices and representation central to San Francisco politics.

San Francisco’s Harvey Milk LGBTQ Democratic Club grew out of Harvey Milk’s effort to build a political organization that would more directly support LGBTQ candidates and priorities.
The club was established after Milk’s unsuccessful 1976 campaign for the California State Assembly. Milk believed the existing Alice B. Toklas LGBT Democratic Club would not back his political ambitions, prompting him and other local activists to form a separate organization. It was initially known as the San Francisco Gay Democratic Club.
Among those who helped create the group were Harry Britt, Dick Pabich, Jim Rivaldo and Chris Perry, who became its first president. The organization is based in San Francisco and is a chapter of the Stonewall Democrats. Its name honors Milk, the LGBTQ politician and activist whose political career helped shape the city’s movement for representation.
From the outset, the club described political participation as a matter of community power, not simply electoral endorsement. Its founding platform called for LGBTQ people to have a voice in decisions affecting their lives and to receive an equitable share of municipal services. It also pressed for openly LGBTQ people to be appointed and elected to city offices, with public officials reflecting the diversity of the community they served.
The platform extended beyond elections and appointments. It argued that San Francisco’s public schools should teach students about LGBTQ lives in a complete and affirming way. Taken together, these priorities linked representation in government with public services, education and the broader treatment of LGBTQ people in civic life.
That approach distinguished the club from a narrow campaign organization. Its founding statement presented political influence as a way to challenge exclusion across city institutions and to insist that LGBTQ residents should not have to accept limited or symbolic participation. The goal was equal standing in the decisions and services that shaped San Francisco.
The organization’s early history therefore reflects a period when LGBTQ activists were building their own political structures inside the city. Rather than relying solely on established Democratic organizations, Milk and his colleagues created a club centered on an openly LGBTQ voice. The group’s formation connected Milk’s campaign for state office with a longer-term effort to organize San Francisco voters, activists and candidates around shared priorities.
The Harvey Milk LGBTQ Democratic Club’s origins remain rooted in that combination of electoral ambition and community advocacy: a San Francisco organization created to ensure that LGBTQ residents had a role in choosing leaders, setting policy and defining the city’s public agenda.
